Kondratyuk on preventive registration on September 22, 2023, should not be viewed as a violation of the convicted person's rights and freedoms, as the primary purpose of preventive registration is to prevent and deter criminal activity by convicted persons through a system of preventive measures implemented by the facility's staff, which is an integral part of educational and preventive work," the response states.
