The Ministry of Internal Affairs has proposed giving regions the right to punish migrants for violating "norms of conduct."

To do this, amendments must be made to the regional administrative codes "taking into account the specific features that are specific to a particular subject." said Valentina Kazakova, head of the Ministry of Internal Affairs' Main Directorate for Migration Issues, said: "A new migrant should adopt the behavioral culture of our native population, not introduce their own."

Kazakova also noted the need to combat the formation of ethnic enclaves. The Ministry of Internal Affairs proposes making this a priority in the Russian Federation's National Policy Strategy, as it is leading to the "marginalization of migrant communities."

NeMoscow asked for comment on these proposals. Alexander Verkhovsky, director of the Sova Information and Analysis Center. He doesn't understand what is meant by "accepting culture" and considers the Ministry of Internal Affairs' proposal excessive:

"The Ministry of Internal Affairs representative is talking about ethnic enclaves—she's probably interested in criminal behavior. But for some reason she's talking about culture, which, in my opinion, is a bit misleading. Or maybe she's confused herself. There's just a certain administrative frenzy going on. Over the past year, everyone's been actively discussing what else we should regulate in the area of ​​migration, because migration is 'dangerous.' It's no surprise that more and more officials are getting involved."

He believes another issue—regulating labor migration—would be worth addressing. Verkhovsky believes the key problem here is the complex registration system: "This is a source of corrupt decisions, of which there are many in this area, which leads to many other negative consequences. If we sorted this out, it would be more useful."
