Siverskoye urban settlement The Gatchina Municipal District of the Leningrad Region is being transformed into the Gatchina Municipal Okrug by merging all urban and rural settlements. This decision was made by the majority of deputies of the Siverskoye Settlement. They acted contrary to the will of the people, according to the initiative group. harevilla in a message to Putin's direct line.

Following the transformation, the village councils will be abolished, and independent rural settlement administrations will be subordinated to the district administration. The reform is being implemented to "optimize costs." 

"The right to local self-government has been grossly violated. The Gatchina Municipal District comprises 17 settlements, and district authorities proposed that they all merge into a single municipal district. Residents of the Siverskoye settlement and the town of Kommunar unanimously rejected the initiative during public hearings. The deputies of these settlements supported the residents' position. And then, suddenly, at the end of November, the deputies of the Siverskoye settlement decided to vote again." — the activists explained, specifying that this time, 10 out of 13 deputies voted for the merger.

Complaints to regional authorities and the prosecutor's office went unanswered, so they appealed to Putin to "restore justice." According to district authorities, reform has already begun.

You have broken the law and disregarded the public's opinion," "If the settlement loses the ability to manage its own budget, then we can forget about developing and maintaining the area.
