In Yekaterinburg, migrants who came to exchange their licenses for Russian ones are being issued summonses.

Yesterday, a law came into effect in Russia requiring foreigners who have received Russian citizenship or a temporary residence permit to exchange their national driver's license for a Russian one. This has caused long lines at the traffic police department in Yekaterinburg. Given this situation, traffic police officers are planning to work even on weekends. 

However, some migrants, instead of undergoing the procedure of exchanging their licenses, are sent to register for military service.  

As a reminder, a new administrative regulation of the Russian Ministry of Internal Affairs regarding driver's license examinations and issuance came into effect on April 1. It prohibits candidates who fail to appear in response to a summons to the military registration and enlistment office from taking the driver's license examination. 

Thus, the document stipulates that individuals in relation to whom military commissariats have taken temporary measures aimed at requiring these individuals to appear in response to a summons from the military commissariat will not be allowed to take exams and will not receive a driver's license.
