Russian authorities have demanded that YouTube's speed be slowed to 128 kilobits per second. This is sufficient for listening to audio or watching low-quality video.

He also noted that the authorities have decided for now "not to shut down [YouTube] completely, but to slow it down significantly." For this purpose, they are using so-called TSPU (technical means of countering threats), installed on telecom operator networks and monitored by Roskomnadzor.
The source clarifies that YouTube speed on mobile internet should be fine for now, but "degradation" also occurs on smartphones, "just not as significant."
The Russian authorities' future plans are unknown to him: "None of the operators have a clear scenario for what will happen next."
