I swear I'll give birth! The State Duma has proposed issuing preferential mortgages to families without children.
"Often, young families hesitate to have children. They have nowhere to simply bring the baby home from the maternity hospital." — said a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs Svetlana Bessarab.
She assured that the authorities could help families obtain their first home and decide to have children:
"This proposal offers the possibility of taking out a preferential mortgage to finance the future birth of a child, that is, a birth under a promise. Of course, in this case, we must exclude situations where, for objective reasons, such as health, the family will be unable to fulfill such a promise." — said Bessarab.
However, the official did not explain how compliance with the conditions would be regulated, how long the young people would have to keep their word of honor, and what the consequences would be for failing to do so.
Representatives of the construction industry previously made a similar proposal: preferential mortgages for those planning to have children within two years.
"A childless borrower receives a mortgage under the same scheme as parents of newborns. That is, formally, at the market interest rate (say, 22,5%), but in reality, they pay only 6%. The state compensates the bank for any lost profits." — the journalists explained the idea.
If a family does not have time to become parents within two years, their mortgage rate will be recalculated to the one in effect at that time.
"Will it be counted as a successful case if a couple uses IVF but still undergoes another cycle two years later, without formally becoming pregnant? Does adoption count? What about foster care? And if the child is stillborn? Or dies shortly after birth, will they be given additional time to have another child?" — journalists ask logical questions.
"Will they test the promise with a polygraph?" — Russians comment.
