In the Tomsk region, they have been unable to open a hospice for almost 10 years because they cannot resolve the issue with an elevator. 

In the village hospital Moryakovsky backwater The hospice, located on the fourth floor of the building, has been unable to open since 2017. The elevator, which has been out of commission for almost 10 years, was shut down. The Tomsk Region Human Rights Commissioner reported this in her annual report. Elena Kartashova.

“It was planned that the hospice would start operating after the external elevator was put into operation,” the ombudsman said. "The deadline for this event was constantly pushed back. The medical facility will only be able to obtain a palliative care license and begin providing it once the elevator is operational."

Approximately 80 million rubles were spent on hospital renovations, new equipment, and equipping the hospice. At the time, the regional administration's press service reported that the hospice would have 20 beds and that it would be "the first large palliative care department in the Tomsk region."

Now, the Tomsk regional administration says that a construction and technical assessment costing 200 rubles is required to launch the elevator and open the hospice. But finding this amount has proven to be an insurmountable challenge for the Tomsk regional administration.

The regional payment for signing a contract to participate in the "SVO" currently amounts to 1 million rubles in the Tomsk region.
