A deputy of the Kirovsky District in Primorye reported fraud in the vote for the municipal district.

Svetlana Lyushko appealed to Vladimir Putin, Investigative Committee head Alexander Bastrykin, and Russian Prosecutor General Igor Krasnov. She believes lawlessness occurred in her district: residents were barred from hearings on the merger into a single municipal district. And in one settlement, the voting protocol was falsified.

According to Lyushko, appealing to the regional prosecutor is pointless; he's not responding. The district was supposed to hold mayoral elections in September, and funds for the vote had been allocated. But at the beginning of the year, regional authorities began lobbying officials to unite into a municipal district.

Residents weren't consulted about their wishes. Nine people were unable to attend the hearing at Krylovsky's club; they were barred. The same thing happened in Runovo, and those who were able to participate said they voted against the merger.

"They just don't need us. But no, we need to hold meetings. They should come and say, 'Here's a piece of paper, you've been voted for, everything's been decided,'" one resident fumes in the video.

"Why were we invited and registered? Why weren't latecomers allowed into the hall? What was the police's reason for being there? Who messed up these numbers or did they do it on purpose? Let the head of the village tell us now," says another woman from Runovo.

Other village residents also spoke out against the local government reform. The head of the SITA in Khabarovsk Krai sent an appeal to the deputies.
