Most often, workers in the construction industry face salary delays.

Official statistics indicate that Russian companies have begun to sharply increase wage arrears: in the first months of 2025, this figure rose from 0,5 to 1,5 billion rubles.

However as should According to a report by the General Confederation of Trade Unions, the arrears are even higher—around 2,4 billion rubles. Most often, wage arrears are due to a lack of working capital at companies and difficulties obtaining loans due to high interest rates.

"The largest number of complaints comes from employees of small and medium-sized enterprises, including organizations working on government contracts or focused on the domestic local market," — notes the vice-president of Opora Rossii Dmitry Pishchalnikov. 

According to him, the largest wage arrears are recorded in the construction sector—approximately 776 million rubles. Next comes manufacturing (approximately 200 million rubles), and water supply and waste disposal (more than 150 million rubles).

The number of complaints to the Federal Labor Inspectorate regarding wage arrears is also growing: in February of this year, there were twice as many as in February of last year. Overall, 18 complaints were received last year, a 37% increase over the 2023 total.

According to Pishchalnikov, this trend will continue.
