It's just a coincidence: another billionaire has been arrested in Russia, and the Ministry of Justice has proposed introducing paid cells in pretrial detention centers.

🔸 Media сообщают about the arrest of the oligarch Alexey Bobrov, which owns public utilities Ural and is one of the co-owners of the pro-government publication URA.Ru.

The billionaire is suspected of fraud and embezzlement of budget funds allocated under concession agreements. Most likely, this relates to the construction of a solid waste sorting plant in Sysert, which was supposed to become the largest in Russia. Local residents fought against this object for two years and eventually won: in August, the Sverdlovsk governor Denis Pasler indignant the fact that due to problems with land, the region ended up "owing a lot of money."

The Prosecutor General's Office has already demanded that Bobrov's enterprises be seized and transferred to state ownership.

Three of the oligarch's companions were detained along with him. Artem Noskov, Anton Bolikov и Tatyana Chernykh.

🔸 Amid the arrest of yet another billionaire, the head of the Ministry of Justice Konstantin Chuychenko proposed Improve conditions in pretrial detention facilities and expand the list of paid services available to detainees. This includes providing paid access to "cells with improved conditions," gyms for exercise, laundry, clothing repairs, e-books, and television.

Security fees are not currently being considered.
