FSB officers want to re-educate teenagers

The draft government resolution, which was prepared by the FSB, offers include pre-trial detention facilities under its jurisdiction among the structures working with children and adolescents.

If the proposal is accepted, FSB pretrial detention facilities will be able to participate in juvenile commissions and contribute information to state registries and information systems. Currently, the agencies working with juvenile delinquents or those at risk include juvenile commissions, probation agencies, and the Federal Penitentiary Service.

"Previously, working with minors was almost irrelevant for the FSB; there were almost no such defendants, but now it's an obvious problem," explained lawyer Dmitry Agranovsky.

Since 2022, a wave of arrests and detentions for acts of sabotage has swept across Russia, often involving teenagers and young adults. According to the official version, broadcast FSB: The reason for the sabotage is professional recruiters from the Ukrainian special services.

It should be noted that the FSB's right to establish its own pretrial detention facilities was enshrined in a separate law signed by Putin on July 23, 2025. It is planned that these facilities will house defendants and suspects in cases falling within the agency's jurisdiction. The law comes into force on January 1.
