The controversial municipal reform in Krasnoyarsk Krai is being changed to accommodate the mayoral elections in Krasnoyarsk. 

The regional legislative assembly held its first reading on October 3. accepted a draft amendment to the municipal reform that gives the city council the right to elect a new head KrasnoyarskPreviously, electing the head of a regional center was impossible—the city council lacked the necessary authority. 

According to the municipal reform adopted in May, only the governor can select mayoral candidates. The mayor is supposed to be elected by the district council of deputies, but in the Krasnoyarsk district, there is no such body—only the city council. The council will elect the mayor, and the new territories annexed to the Krasnoyarsk district will be assigned to the deputies. 

The former mayor of Krasnoyarsk Vladislav Loginova was arrested on suspicion of accepting a bribe of 180 million rubles. Loginov is currently in pretrial detention, but formally he remained head of Krasnoyarsk until mid-September; his resignation was accepted only on September 16. The city is now led by the acting Novel Odintsov, who was appointed by the regional governor Michael KotyukovHe is also the most likely candidate for the role of the new mayor. Krasnoyarsk Krai was the first to adopt municipal reform in 2025, essentially eliminating self-government in districts. Instead of 472 municipalities, the region now has 39.
