State Duma deputies want to classify all large dogs as dangerous. Dog handlers are against it. 

The State Duma is discussing an initiative to expand the list of dangerous dog breeds. Recognizing a breed as dangerous will lead to stricter walking regulations and fines.

According to the initiative, equate to dangerous offered Rottweilers, Alabai, German Shepherds, Dobermans and Huskies. 

Cynologists spoke out against the initiative. 

"The RKF's position on this issue remains unchanged: there are no dangerous dog breeds, only individual aggressive individuals. The owner bears full responsibility for the dog's behavior, and legislative regulation should apply to owners, not dogs."- said President of the Russian Cynological Federation Vladimir Golubev

His supported the dog handler expert Irina Stashevskaya:

"In my opinion, there are no dangerous dog breeds at all; everything depends on their upbringing and training. Many of the above-mentioned dog breeds serve in police and military units, and are used in various fields, including security, search and rescue.".

More categorically expressed cynologist Ivan Khoroshilov, who headed the cynology department at the Perm Military Institute for 18 years:

"The most dangerous thing in our world is humans. In the right hands, even the wolfdogs we handled are harmless. If you want a friend, get a dog."

Lawmakers pass hundreds of laws banning and imposing fines. They fail to pass laws mandating the construction of dog walking areas, the placement of closed waste containers, or other infrastructure. They also neglect to protect dogs from humans: cases of dog abuse are rarely investigated, and even more rarely are they prosecuted.
