The Federal Antimonopoly Service (FAS) has found Gazpromneft in the Novosibirsk region to be restricting gasoline sales.

According to antitrust authorities, Gazpromneft-Regional Sales halved its gasoline supplies to independent gas stations and cut its diesel fuel sales by a quarter. At the same time, it increased fuel sales to oil companies.

"The organization must cease creating discriminatory conditions in the retail fuel market by November 22. Failure to comply will result in the initiation of an antimonopoly case," the Federal Antimonopoly Service reported.

According to the Federal Antimonopoly Service, Gazpromneft-Regional Sales, a subsidiary of Gazprom, holds a dominant position in the Novosibirsk region in the sale of AI-92 and AI-95 gasoline and diesel fuel.

Previously, independent gas stations in the Novosibirsk region stopped selling AI-92 and AI-95 gasoline.

"The storage facilities are practically empty. So, you could say, the work is going on immediately: fuel arriving in the region is being distributed directly to gas stations for sale, rather than being stored in storage facilities," explained Sergei Latskikh, head of the Association of Independent Oil Traders "Siberia-GSM."

Moreover, gasoline prices in the Novosibirsk region have only increased since the beginning of 2025. by 10%: Now a liter of 92nd grade costs 59,11 rubles against 53,53 at the beginning of the year, 95th grade costs 63,02 rubles against 57,41.

A Gazpromneft gas station representative stated that it is currently more profitable for gas stations to remain closed: "The situation is dire. All gas stations are now operating below freezing."

The fuel situation worsened in late July amid high seasonal demand and drone strikes on oil refineries. According to RBC, nearly 40% of Russian refinery capacity is idle.
