In Miass, more than 80 families have been left without apartments. The Central Bank of the Russian Federation's high key interest rate is hindering new housing construction in the regions.

More than 80 families in Miass (Chelyabinsk Oblast) still have not received apartments in the building at 84 Makeyev Avenue, which was promised to be completed in 2024. The deadline has been postponed several times, and on November 11, the Investigative Committee opened a criminal case against the developer's management for abuse of authority (Part 1 of Article 201 of the Russian Criminal Code) for abuse of power.
"People are renting housing and paying mortgages. For families with children, this is a significant financial burden. The developer isn't responding to our calls or complaints," the shareholders said in a recording circulated on social media.
The Miass incident is symptomatic of a broader problem: the country is implementing incentives for developers (the moratorium on penalties has been extended until December 31, 2025), and the number of "problem" projects, while formally declining, does not preclude the emergence of new cases of delays and freezes, making it more difficult for equity holders to collect compensation.

According to the Investigative Committee and media reports, building No. 84 on Makeyev Avenue was scheduled for completion in the fourth quarter of 2024. The deadline has been pushed back another year; equity holders reported being forced to rent the property while making their mortgage payments. The investigation alleges that the company's management "misused funds" during construction. The Unified State Register of Housing Construction (USRZhS) lists the property as under construction, with a planned completion date of 2025. The developer is SZ Dominanta LLC.

According to official data, there will be approximately 100 buildings listed in the Unified Register of Problem Properties in 2025 (99 as of June 10, 2025; 107 at the beginning of the year). In the Far East, the federal developer Unikey has postponed the launch of three residential complexes due to the high key interest rate of the Central Bank of the Russian Federation, which makes mortgages unaffordable for citizens.
In Kazan, shareholders in several projects continued to seek housing and money through public appeals and the courts.
