In the Nizhny Novgorod region, doctors conducted fake medical examinations: the hospital earned approximately 11 million rubles from the fake examinations.

Doctors at the Kstovo Central Regional Hospital in the Nizhny Novgorod Region accuse acting head physician Anastasia Knyazeva of conducting fictitious medical examinations.

"Go out on weekends, do the work yourself, get people involved. You can throw up some scams, it doesn't matter to me, you can do whatever you want, but the plan has to be met. 20 cases a day. I had four people doing 800 a night, if necessary. I know how to make a plan," quote An audio recording of the chief physician's words from one of the meetings of doctors who disagreed with the falsifications.

Knyazeva threatened doctors who disagreed with such plans with disciplinary action, including dismissal.

As Faina Bogdanova, head of the hospital's medical statistics department, explained, the documents were signed by a general practitioner, but without an electronic signature. Because of this, they weren't entered into the regional electronic document management database, and in most cases, patients weren't even aware of it. However, all these "check-ups" were included in the insurance company's registry. The hospital receives 3-4 rubles for each patient. In just three months, approximately 2900 fictitious check-ups were conducted without the patients' knowledge or consent, totaling 11 million rubles.

Some Kstovo residents did receive reports confirming they had undergone a medical examination. One such patient wrote a letter to the hospital, but was ignored. Doctors, dissatisfied with the falsification, contacted the police, but they found no grounds for criminal prosecution. Now they have turned to the Investigative Committee, the Prosecutor's Office, and the media.

When asked by journalists whether it was her voice on the recording, the head physician was ambivalent. She believed this was all done by employees who were unwilling to perform their duties conscientiously. Regarding the "leftists," she said she meant "don't bring in leftists." But this didn't help her—the acting head physician was suspended pending the investigation.
