The former head of Irkutsk's Pretrial Detention Center No. 1 was sentenced to five years in prison for torturing those involved in the Angarsk riot.

Former head of the pre-trial detention center Igor Mokeev and his deputy Anton Samara Convicted of abuse of office with grave consequences. Mokeev was sentenced to five years in prison, Samara to four and a half. Several victims were awarded 350 rubles in compensation. Among them: Nachyn Mongusha, one of the four whose torture was described in the media.

Prisoners were tied up, beaten, tortured with electric shocks, and subjected to gang rape. 

The verdict was the latest development in the aftermath of the riot at Penal Colony No. 15 in Angarsk in April 2020. Prisoners were sent to work in the logging industry for little or no pay, with the timber exported to China. In April 2020, they rioted to protest working conditions. Hundreds refused to go to work and then set fire to the industrial zone. The fire destroyed three woodworking shops and five other buildings, including the prison's fire station, raw materials warehouse, and finished goods warehouse. More than 400 people were injured during the suppression of the riot. 

Some of the prisoners were then transferred to Pretrial Detention Center No. 6 in Angarsk and Pretrial Detention Center No. 1 in Irkutsk, where, according to investigators, they were tortured to extract confessions about organizing the riots. In February 2025, 12 participants in the riot were sentenced to between 5,5 and 21 years in prison on charges of mass rioting and disrupting prison operations. 

A week earlier, sentences were handed down in the case of torture in Pre-trial Detention Center No. 6: prisoners Alexander Aniskov и Vladimir Reshchikov received 12 and 5 years in prison, a former employee Dmitry Baroyan — 6 years. They were found guilty of sexual assault; Baroyan was also convicted of abuse of power.
