A participant in a Kursk residents' rally was detained after reading out appeals from border residents to Khinshtein and Putin.

Alena Liskova was detained and taken to the Western Police Department. She has been out of contact for over an hour, Pepel-Kursk reports. 

The day before, a spontaneous gathering of residents of Sudzha and other border towns took place in Kursk. At the rally, locals demanded the return of the 65-ruble monthly payments promised by the president. On Saturday, Kursk Region Governor Alexander Khinshtein announced that the Russian government had decided to "reallocate" the funds for other needs in order to "give a new boost to the region's economy."

"A fair number of people showed up, but certainly not all the residents," said a participant in yesterday's rally. He added that many were afraid of being punished for the unauthorized event. The number of participants exceeded 150. 

"Give people back what you took from them when you drove them out—their homes, jobs, homeland, relatives—and then take their benefits wherever they go! Stop torturing the border people! It's not our fault you surrendered the border," other local residents wrote on social media in support of the protesters.

Alena Liskova is 53 years old, 7x7 reports. She lives in the Glushkovsky District of the Kursk Region. On social media, she called for her district to be included in the list of shelled areas and for housing certificates to be issued to all victims without having their homes inspected by commissions.
