52 Russian regions executed their 2025 budget with a deficit.

Based on the results of the first nine months of 2025, the consolidated budgets of Russia's regions, for the first time in several years, ended the period with a total deficit of 118 billion rubles, according to the Accounts Chamber's operational report. Meanwhile, a surplus was recorded in the same periods from 2021 to 2024. 

The most acute situation has developed in five regions of Russia, where the budget deficit exceeded 20% of tax and non-tax revenues. Kemerovo area the deficit amounted to 25,5 %of the Vologda 24,6 %of the Arkhangelsk 21,6 %of the Murmansk 20,3 % and Tyumen 20,2 %.

Despite the overall growth in revenues nationwide, as reported by the Accounts Chamber, 18 regions recorded a decline. This occurred amid a significant drop in corporate income tax revenues. This tax, unlike the steadily growing personal income tax, is subject to exchange rate fluctuations, logistical problems, and sanctions.

The most vulnerable position was found in the traditional raw material regions - these are Sakhalin region, Nenets autonomous okrug, Yamalo-Nenets Autonomous Okrug, Kemerovo, Arkhangelsk, Vologda и Tyumen areaThe decline in income tax revenues is most pronounced in the mineral extraction sectors (in 23,8 %), transportation and storage (on 14,5 %) and manufacturing (on 9,4 %).

However, there are also leaders among the subjects. More 67 % of the total surplus falls on Moscow (262,2 billion), St. Petersburg (49,4 billion) and Tatarstan (44,4 billion).
