The Ministry of Internal Affairs is planning to sell citizens' personal data to banks and "other credit institutions."

Draft resolution The Government of the Russian Federation has posted the draft regulatory legal acts on the official portal. 

As stated in the explanatory note, the Ministry of Internal Affairs plans to charge a fee for providing banks and "other credit institutions," telecom operators, and accredited centers that verify electronic signatures with citizens' personal data from police databases. This includes passport data, residence registration information, temporary residence permits, etc. 

The fee is 50 rubles per completed request. This is expected to generate an additional 119,6 billion rubles per year for the federal budget to finance the Ministry of Internal Affairs.

The regulation is scheduled to enter into force on September 1, 2026, and remain in effect for six years.
