The Ministry of Natural Resources explained that the key objective of national parks is to preserve unique natural ecosystems and biodiversity, and that "any economic activity that could harm natural complexes and animals and plants is prohibited."

Previously, experts recommended reducing the number of floors in buildings, but environmentalists insisted that no buildings should be built in this area.
