"Close the door from the other side!" Teachers will be banned from expelling students from class for misbehavior. Is this the right decision?

Starting September 1, Russian schools will have a strict regulation: children cannot be expelled from class, even if they attempt to disrupt the lesson. Teachers are now required to calm the student down and refer them to a social worker. Journalists learned this from told to the Ministry of Education.

Now, if a lesson is threatened by disruption, the teacher will be required to follow the following procedure: verbally reprimand the disruptive student. If that doesn't work, send them out the door, but then to the social worker's office or the head teacher for educational work. There, the disruptive student will be interviewed and a decision will be made on whether to return them to class. The teacher may also call the parents.  

NeMoskva asked teachers whether mitigating punishment would help tame bullies and whether it was pedagogically correct.

“I have already recommended that teachers not show the bully the door, this is fraught with even greater troubles.”“- answered the director of one of the schools. A seventh-grader got into a fight with his deskmate, and he was kicked out. The boy broke the drinking fountain and turned off the toilet faucet. But the issue is controversial. My childhood story: I was on sick leave and came to school for homework, waiting by the door for the bell. Another teacher was leading the class to the cafeteria, stopped everyone, and gave a speech: "Look how shameful it is when you get kicked out for outrageous behavior!" I was stressed, and my mother went to the principal to sort it out. So, for one person, such a measure would plunge into depression, while for another, it would make him feel like a hero. 

The primary school teacher explained that she felt sorry for the bullies:

"Aggressive behavior is a consequence of improper family upbringing; students are taking out aggression that's been building up at home. I can't use aggression against aggression, but sometimes I can change behavior through conversation."

According to the new rules, a teacher can also put a "pair" in the diary - starting from the new school year will return to schools from the Soviet past, assessments for behavior.
