"Restaurant" was invented It wasn't just a place to eat. It featured a notice board with "Pigeon News" and a gallery of celebrity portraits—for example, Nikolai Vasilyevich Gugulul, who was somewhat reminiscent of Gogol. Of course, there were also delicious crumbs, and a menu to go with them, including a "chick" menu.
The pigeons rejoiced, and residents of nearby houses took pictures in front of the unusual art object.
Yesterday, city services returned the building to its original condition—a typical abandoned building. Residents expressed outrage on social media, with officials citing measures to prevent unsanitary conditions.
"The 'art object' containing millet feeds pigeons, leading to unsanitary conditions, rodent infestations, and the risk of spreading infections. This has provoked a negative reaction from nearby residents and is in violation of public works regulations. Violating environmental and sanitary requirements carries a fine under the Russian Code of Administrative Offenses," responded in the district administration.
Officials also clarified that children's creativity is valuable in itself, but in this case it is an "unauthorized change to the appearance of the façade."
The administration's response outraged the townspeople even more.
