People are taking photos and videos of the plume of acrid smoke billowing from the Tochmash plant in the evenings and at night, according to the Zebra website. Regulatory authorities have asked disgruntled Vladimir residents to identify the offender themselves, and then experts will determine whether the acrid smoke poses a health hazard.

In your complaint, please specify the exact location, provide a verbal description, and attach photographs. If possible, determine on whose land and by whom (an individual, sole proprietor, or legal entity) the violation is being committed.".
The answer does not say why all these various ministries and departments exist using tax funds.
