"Woof-woof-woof into the microphone." The mayor of Penza compared residents attending the public hearing on waste management reform to dogs.

The incident occurred at a session of the Penza City Duma, where the head of the Communist Party of the Russian Federation faction Александр Смирнов drew attention to the behavior of officials during the public hearings on August 21.

As reported by the internet portal "LeftPenza", these hearings registered 47 residents. Many of them were outraged by the new requirements for the construction of container sites in their courtyards. They fear they will end up paying for the purchase of closed-type Euro containers, paving, and installing a corrugated metal fence. According to conservative estimates, the reconstruction of each site will cost at least 500 rubles.

Alexander Smirnov's complaints concerned the deputy mayor, who, according to the communist, had been rude, dismissive, and made biased remarks during the hearings. In this regard, Smirnov asked the mayor Alexandra Basenko remind officials about the code of conduct for municipal employees.

The mayor promised to look into the situation by analyzing the video recordings. But then he himself made an inappropriate statement, accusing the deputy of bringing in the disgruntled residents.

«When you organize the arrival of citizens at these hearings who simply come to get on the administration's nerves, at least instruct them when to start. Because when we let them near the microphone and they start talking about a completely different issue, we convince them: "Wait, we're not discussing this issue; that will be the third question." But he just goes, "Sicko," and he woofs into the microphone.- cited Basenko "LeftPenza".
