Dress code for visitors. Rostov-on-Don administration officials have banned jeans.

Now, anyone who doesn't comply with the dress code is shown an order signed by Alexander Novitsky, deputy head of the administration for organizational, legal, and personnel issues. It bans denim and transparent clothing. Those who choose to wear tracksuits or beachwear, or who simply look unkempt, will also be denied entry to City Hall. Only drivers are permitted to wear jeans. The new regulation is reported by portal donnews.ru.

Journalists note that the dress code was introduced after the former head of the Leninsky District, Konstantin Tikhonov, attended an event attended by the governor wearing a red national costume.

According to media lawyers and Svetlana Kuzevanova, the author of the Telegram channel "Kuzevanova Tells," this order is a violation of rights.

"Any restrictions on rights imposed at the level of local regulations must comply with federal law. Federal law contains no provisions prohibiting people from wearing jeans to the administration building. The Constitution enshrines the right to information, and if someone who comes to the administration building seeking information is denied entry because they're wearing jeans instead of dress pants, that's a violation of their rights. The right to information supersedes any restrictions imposed by the administration. Restrictions must be motivated by a specific reason and based on the desire to protect someone's interests."

She added that this order can be challenged by filing a complaint with the prosecutor's office. Alternatively, one can show up at the mayor's office wearing jeans and then challenge the fact that they were denied entry to the building.
