The demographic situation demands it: Russia has proposed introducing "paternal" capital.

One million rubles in addition to maternity capital is proposed for the birth or adoption of a third child. This is stated in a report by the Commission on Demography, Protection of Family, Children, and Traditional Values of the Civic Chamber of the Russian Federation, Izvestia has learned.

The need for such an "emergency measure" of support is due to "the increase in natural population decline in recent years" and "the current demographic situation in Russia," the report explains. Its authors are confident that sustainable population growth can only be achieved by increasing the birth rate and encouraging families to have a second and subsequent child.

"Experiments take a lot of time, and we practically don't have it. Because the number of women aged 30 to 40 who are likely to have a third child is rapidly declining.",” the commission chairman told Izvestia. Sergei RybalchenkoIn his opinion, now is the time to not experiment, but to act with certainty.

Among the Public Chamber's other proposals is to expand the ways in which maternity capital funds can be used for large families. For example, to cover monthly child support payments, the purchase of a domestically produced family car, or commercial rental housing.

"To provide for a child, you must first provide for yourself and the family income, and only then will we talk about children. Therefore, if young people don't have a steady, stable income, if they can't afford to live in a decent apartment, how can they afford to have a child?" — says the obstetrician-gynecologist Vladimir Sursyakov.

The authors of the report by the Commission on Demography, Protection of Family, Children, and Traditional Values are confident that, if the situation continues, Russia will lose more than 6 million people due to natural population decline by 2030.
