"The garbage reform has been a complete failure," says Maria Prusakova, a State Duma deputy from the Altai Territory.
Authorities in the village of Pavlovsk in the Altai Krai are attempting to ban a rally against the construction of a waste landfill for residents. The event was planned for the local stadium, initiated by Ivan Orlov, a member of the Communist Party of the Russian Federation. The district administration is preventing Orlov from holding the rally, citing the presence of wind-blown corrugated metal sheets lying at the stadium. However, it turns out that the stadium is a local Hyde Park, and no permit is required to hold events there.
NeMoskva spoke with Maria Prusakova, a State Duma deputy from the Altai Krai and a representative of the Communist Party of the Russian Federation, about the reasons for the protests in the village of Pavlovsk. She will also participate in the rally. Prusakova described the situation with the Pavlovsk landfill as similar to the situation with the Shiyes landfill.
The government is talking about building a plant, but in reality, they want to build a landfill with primary waste sorting in Pavlovsk. The plant won't have any high-tech facilities. Last year, following a request from residents, I submitted a request to the government for construction timelines and plans, and I received a response that there were no specific decisions regarding the land plot where it would be located. But this year, the ministry responsible for this issue announced that a decision had been made, and the plant would be built. A site has even been identified, not far from Pavlovsk.
Maria Prusakova added that the stadium is a Hyde Park and the rally is still planned.
"The waste management reform has been a complete failure to date. We've stated this in the State Duma, and as a deputy, I travel extensively throughout the Altai Krai, including rural areas. The top three issues raised at every meeting concern the waste management situation following the implementation of the waste management reform."
