An Altai court equated prison conditions to those in rural areas.
A former prisoner at Correctional Colony No. 9 of the Federal Penitentiary Service (FSIN) in the Altai Krai region complained about poor sanitary conditions in the penal colony. He filed an administrative lawsuit against the regional FSIN office.
The plaintiff demanded 700 rubles in compensation for moral damages from the agency because the conditions of his detention in the correctional facility did not meet sanitary, living, and hygienic requirements. Specifically, the plaintiff alleged that there was no hot water in the colony's dormitories.
Colony representatives agreed that there was no hot water in the colony. However, they did not consider this a violation of sanitary regulations.
The court also concluded that the lack of hot water in the colony was compensated for by a bathhouse and the ability to boil water for washing using a kettle or water heater.
“It was also taken into account that the lack of hot water in the detachments is no different from the lack of centralized hot water supply in rural areas,” says in a court decision.
The plaintiff's claim was denied.
