"No criminal incident": Adam Kadyrov's actions in beating a prisoner were deemed legal by the Russian ombudsman's office.

Response to the appeal of the Acting Head of the Department for the Protection of Human Rights in Criminal Proceedings Vladislava Grigorov The Brief Telegram channel published the following statement.
