Potemkin-style graffiti worth 143 million rubles: how Kazan is being decorated for the BRICS summit

The city has begun repairing and painting unsightly retaining walls "along the routes of the 2024 BRICS Summit." The first graffiti apparently focused on education and science—depicting a book, laboratory glassware, a person writing, and a man and a boy sitting over a notebook or book.
According to the government procurement portal, it is for repairing and painting walls highlighted 143,3 million rubles.
"At least somehow hide this devastation...", "There's no money for repairs to the Vodokanal, but they're finding millions for useless drawings", "Well, if there's plenty of money, then don't raise housing and communal services", — Kazan residents reacted on social networks.
The summit will take place in Kazan in October. Journalists calculated that preparations for the BRICS events in Kazan this year would require spent 25 billion rubles. Thus, NeMoskva wrote about floating fountains for half a billion, which were set for the BRICS games held in June.
