"There's no sadness here": Bashkortostan's head on installing ramps for disabled "veterans of the Soviet military" in the private sector
To resolve the issue “on regional terms” and install ramps for people injured in the war with Ukraine, during straight line with the chapter Bashkortostan Radiy Khabirov asked Azamat Ayupov — a first-degree disabled person. Judging by the video, both of the man's legs were amputated above the knee.
Khabirov responded that the government can only install ramps in apartment buildings, not in private homes, using budget funds. He explained that spending budget funds on "non-state territory" is prohibited (meanwhile, in most cases, apartment buildings and their surrounding areas are the joint property of the apartment owners, not the property of the state or municipality).
According to Khabirov, the cost of one ramp starts from 300-400 thousand rublesMass-produced designs are standardized, while entrance areas in private homes vary widely, making it difficult to install a ready-made ramp correctly.
«I've expressed my sadness. But in reality, there's no sadness here. We'll act on the principle: [requests for ramps] will appear <> and we'll find the means to solve them in other ways, off-budget or otherwise <> We still have a lot to do to create conditions for the guys, because they've shed blood for us, and we have to do it. Ramps are just [flowers? a trifle?]... how much longer will the rehabilitation process go?“,” Khabibrov commented hesitantly.
He added that it is impossible to resolve the problem "systemically through legislation," and regional authorities will have to resolve such issues independently.
Incidentally, Ayupov admitted to traveling to rehabilitation at his own expense—and this is also a problem that the republic intends to address with the help of a "social taxi." The republic has already purchased a vehicle for this purpose. 6 vehicles — and this is just a “drop in the ocean,” the head of Bashkortostan assures.
