Recipients of Far Eastern hectares on Sakhalin are unable to develop the land: there are no roads or infrastructure.

Resident Korsakovsky district Anna told NeMoskva that 2,5 years ago she, along with her family and relatives, received land plots in the area of ​​the village Dacha. However, her family was never able to develop the land, even though the program required this to be done within 4,5 years.

"Residents filed complaints, and the prosecutor filed a lawsuit against the district authorities. Last year, we won the case—they're supposed to fix the road and power. There's an order, but no one's doing anything: nothing but electric poles. What kind of roads can there be there?"  says Anna. — Nobody can get there, especially in spring. 

The Korsakovsky District administration tells landowners there is no money for the work. “The same thing happened with land for large families,” adds Anna. 

The problem is exacerbated by the fact that some people took out Far Eastern mortgages to build houses.

"According to the contract, if the house isn't built within three years, the mortgage will be around 30%, not 2%! But how are we supposed to deliver building materials there? All the companies refuse—trucks get stuck in the mud. That's how affordable the land is, and the mortgages are so affordable. But in reality, there's no way to develop it."

According to NeMoskva's source, a similar situation is observed in other regions: she communicates with other recipients of Far Eastern hectares in a group on a messenger app.

“They’re giving out hectares of land in places like this, so much so that even bears probably wouldn’t settle there,” she concludes.

Far Eastern hectares are now being distributed free of charge to residents. The Far East, and then other regions of Russia, in 2016. Authorities hoped this would stem the population outflow and increase the number of residents in the Far East. A total of 1,000,000 land plots were registered by 2025. 152 thousand peopleMost of the recipients are residents of the Far East. The population in the Far Eastern Federal District continues to decline: in 2023, there were 7,9 million inhabitants, and by the beginning of 2025 it has already been recorded 7,8 million permanent residents.
