A 10-year-old girl died at a summer camp in Khakassia; investigators have charged the director.

The director of the Bagulnik children's health camp was accused of "improper provision of services." He was detained and questioned, and a decision is being made regarding pretrial detention.

Investigators reported that a 10-year-old girl "uncontrollably used insect repellents to protect herself from insect bites" while at the camp. This resulted in acute chemical poisoning. The child stayed at the camp for about two weeks before becoming ill. She died in the hospital on July 1 after being hospitalized.

According to investigators, the director of Bagulnik failed to ensure that a pediatrician was on site 24 hours a day, limiting the presence to just a nurse.

The tragedy in Khakassia is part of a disturbing trend. Every year in Russia, the summer recreation season is marred by emergencies at children's camps. For example, in June of this year, three teenagers beat and raped a ten-year-old boy at the Sosnovy Bor camp in Krasnoyarsk Krai. The coach was arrested on charges of negligence.

Each such incident reveals the same problems: cutting corners on safety, a shortage of qualified personnel, a formal approach to inspections, and a lack of effective oversight by regulatory authorities.
