According to the governor, this method does not “guarantee 100% effectiveness,” but “creates additional protection” and “does not require any additional money at all.”

Gladkov suggested placing books in the windows of other schools, kindergartens, and administrative buildings. He emphasized, however, that "new textbooks should not be used, so as not to deprive children of the educational process."
