Russian conscripts may be required to notify the military registration and enlistment office about their travels.

A law amending the article "Failure of citizens to comply with military registration obligations" has been submitted to the State Duma. 

According to the document, Russians who wish to leave home for more than three months or change their place of residence during the year of their conscription must notify their military registration and enlistment offices. Previously, this requirement only applied to the fall and spring conscription periods. The fine for this "violation" will remain the same.

The authors of the amendments explained their initiative by saying that the State Duma is currently considering a bill on conscription for military service throughout the calendar year. The proposal has already been adopted in its first reading.

Human rights activists believe that with these new provisions, the State Duma is seeking to legalize the existing practice of luring conscripts outside of the draft period to military registration and enlistment offices under the pretext of "data clarification," and then sending them to a medical examination on the spot.
