A ranking of driving schools based on the number of accidents caused by their graduates will be created in Russia.

The State Duma adopted amendments to the Law on Road Safety in both its second and third readings.

"We want to see if a driving school graduated 100 students this year, how many accidents they've had over the past five years," — explained the Chairman of the State Duma Committee on Transport Eugene Muscovites.

The Russian Ministry of Internal Affairs will develop criteria for assessing the effectiveness of driver training in schools and the frequency of inspections. Afterward, the schools' performance indicators will be made publicly available so that Russians can use them when choosing a place to study.

Head of the Russian Union of Motor Insurers Eugene Ufimtsev believes that after the effectiveness rating appears, driving schools will begin to "actually engage in training." 

In turn, the director of the Moscow driving school "Koleso" Dmitriy Bolotnikov reminds us that there are factors that influence road accidents that are not dependent on the quality of training. For example, the use of illegal substances, poor roads, vehicle breakdowns, passenger behavior, and driver fatigue.

"Maybe then we should transfer the authority to issue driver's licenses to driving schools? Because the final oversight body at the moment is the State Traffic Safety Inspectorate. By that logic, it would be more appropriate to rank the State Traffic Safety Inspectorate," Bolotnikov believes that it would be better to focus resources on finding fake driving schools that issue documents without providing real training.
