Russian scientists will be able to work with foreigners only with permission from the FSB.

Russian authorities introduced New rules for scientists, which will take effect on March 1 of next year: from now on, those who interact with foreign citizens in their work must notify the Ministry of Science, which, in turn, must inform the FSB.

The same procedure is provided for scientists working with foreign organizations (as well as Russian organizations whose founders include foreigners).

The FSB has 60 days to approve or prohibit such cooperation. Legislators believe this will help strengthen oversight of the transfer of Russian developments abroad.

In recent years, dozens of scientists have been charged with treason, typically for collaborating with foreign colleagues. One of the most high-profile cases is that of a 77-year-old scientist from Novosibirsk Anatoly MaslovWhich got 14 years in prison for allegedly passing on information about classified scientific developments to German intelligence officials.

Last week the indictment proposed 25 years in prison for a 33-year-old physicist To Artem Khoroshilov, who allegedly "attacked critically important facilities, carried out DDoS attacks, collected information about military personnel, and transferred money to the Ukrainian Armed Forces on the orders of Ukrainian special services."
