Tourists from China will be able to visit Russia without visas.

Putin signed the corresponding decree. According to the Association of Tour Operators, tourist flow from China will increase by at least 30%. 

These measures are likely intended to (at least partially) restore inbound tourism. The Association of Tour Operators reported a 6,3% decline in early November. During the peak tourist season—from July to September 2025—foreigners made 655,802 tourist visits to Russia. Approximately half of this number were Chinese tourists. Tour operators claim that foreigners are visiting Russia less frequently due to periodic airport closures, the unstable ruble, and roaming restrictions. But this is clearly not the only reason: in 2021, before the war, foreigners made over 12 million visits to Russia. Most often, the country was visited by citizens Ukraine, Uzbekistan, Kazakhstan, Tajikistan и Kyrgyzstan.

Now all hope lies with the Russian Federation's loyal friends, who no longer require visas. However, this measure is temporary—the visa-free regime will remain in effect until September 14, 2026.
