"This isn't a slave's job." Public hearings on urban planning issues have been legally abolished in the Moscow region.
The government will no longer be interested in people's opinions on development issues. Moscow RegionAccording to the decree, such decisions can now be made without public hearings.
From January 1, 2026, local authorities will independently, without the participation of local residents, make decisions such as:
🔹 Make changes to district general plans for the placement of federal, regional, and local facilities;
🔹 Establish or change the functional zone for the placement of industrial facilities on land plots at a distance of at least 300 meters from a populated area;
🔹 Change the boundaries of populated areas for the purpose of housing construction.
Thus, residents of the Moscow region have lost yet another civil right: to influence the development of their communities.

In Moscow the right of residents to influence urban planning issues abolished back in 2022. In the same year, the Federal Law was adopted N 58-FZ, allowing authorities of the constituent entities of the Russian Federation to independently decide on the need to hold public hearings in the area of urban planning regulation. A similar law accepted in the Sverdlovsk region, in Vladimir area and others.
