"They're needed to conduct anti-Russian activities against us." A deputy explained the creation of a registry of political emigrants.
On December 18, the State Duma held its first reading. took Bills to restrict the rights of those "hiding from justice" abroad—in particular, laws related to "foreign agent" status, discrediting the Russian Armed Forces, calls for sanctions, and more.
Deputies propose seizing accounts and property, banning banking services, registering individual entrepreneurs, obtaining driver's licenses, and restricting access to online services, including banning the issuance of international passports. The registry is expected to be made public.
Deputy Basil Piskarev explainedthat this registry is necessary so that those who have left to live abroad will have a worse life than in Russia.
"We're imposing restrictions on these people so they don't have the desire to live abroad and enjoy the benefits of civilization. For those who should be in prison, we're imposing restrictions so their desire to come to Russia is much stronger than their desire to stay abroad." — Piskarev stated.
