More than half of the doctors surveyed admitted to adding fictitious services
Most often, falsifications are carried out in the regions to fulfill the plan; in the capital, falsifications are carried out less frequently. пишет Forbes publication with reference to a survey by the portal "Doctors of the Russian Federation".
56,7% of respondents stated that this is a regular practice, while 21,2% of respondents responded that they only occasionally encountered padding in patients’ medical records.
Editor-in-chief of the website "Doctors of the Russian Federation" Anna Okulova also noted the ordinariness of the topic.
"The issue of falsifying records doesn't cause a stir among doctors; almost all of them do it on their own initiative or at the direction of their superiors, because plans, especially for medical examinations, are unachievable. If doctors were earning a decent salary and weren't dependent on performance indicators, there would be no point in falsifying records."- sure Okulova.
The head of the therapeutic department at a regional clinic, on condition of anonymity, explained to NeMoskva where the falsifications come from.
"Our neighborhood is small, and we encounter almost all of our patients in stores and pharmacies, in addition to the clinic. We ask everyone, even call them, to undergo a medical examination, but they refuse. The responses are: 'I'm working, I don't have time,' 'I go to a private clinic, I'm fine,' 'You won't find anything at your medical examination anyway, I'm just wasting my time.' Then these same people file complaints about falsifications. The Ministry of Health doesn't care about the real possibility of coaxing or forcing patients to undergo a medical examination. No plan, no bonuses, without which a nurse would receive a measly 18 rubles, and a doctor 30-35.",” a source for NeMoskva explained the essence.
Some false records appear due to the fault of the patients themselves: for example, they do not attend an appointment after completing treatment, or refuse an appointment that concludes a medical examination.
According to the survey, Moscow doctors are the least likely to engage in falsifications, as they already have good salaries.
22% of those who took part in the survey never encountered any padding.
