"The state is the biggest scammer." Tyumen residents are receiving fines for not being able to pay for parking without internet access.

Drivers in Tyumen have begun receiving fines for unpaid parking. Payment is impossible due to the lack of internet access, and there are no alternatives.

"We were walking around the city and didn't go into any establishments with Wi-Fi, so I couldn't use the app until I got home. And then I was in for an unpleasant surprise. I was only able to pay for the next day after 23:59 PM, and I ended up with a fine for the previous day."- said Olga, a resident who parked on Republic Street.

The operator's customer support did not help, and she had to pay a fine of 2500 rubles.

The city administration confirmed that users are required to pay for parking in any case. If mobile internet is unavailable, payment must be made from home, but no later than 23:59 PM local time.

According to the paid parking operator, MBU Tyumengortrans cannot influence the availability of mobile internet.

"They know and are very happy that there's no internet," "It's more profitable to rip off fines. It's a great way to replenish the city budget," "The state is the biggest scammer in all these schemes. They themselves created the impossibility of payment in order to collect even more.", Tyumen residents expressed their opinion on social networks.

Residents suggested whitelisting the parking payment app. It seems no one has listened.

Internet outages have impacted people's lives in general: taxi drivers complain due to the inability to work, some stores can't sell labeled goods, people can not buy medicines, as well as study and work remotely.
