A resident of a five-story building was fined for her disabled child's stroller. The child's "transportation" is parked in the entryway.

Court of Fontaine the city of Volzhsky, Volgograd region appointed Natalia Burtolik A 20-ruble fine was imposed for violating fire safety regulations by leaving her disabled child's stroller in the entryway. After the outcry, the fine was rescinded, but Natalia still has nowhere to put the stroller.
A woman with two children lives on the fifth floor, one of whom has a musculoskeletal disorder. She leaves his stroller between the first and second floors, as the folding ramp only reaches that level. Natalya is unable to drag the stroller up to her floor, as she has had a prosthetic left leg for many years.

A complaint about the stroller was received by the management company from neighbors on the second floor.
"We tried talking to her, asking her to put the stroller away, but she's hostile. She thinks everyone owes her something. Forgive me, but my family doesn't owe them anything. And neither does the state."- said one of the neighbors told journalists.
Natalia was given a warning about blocking the passage, but she was unable to remove the stroller. She was then issued a fine, but after a public outcry, it was overturned: the prosecutor's office sided with her. However, the management company plans to appeal.
The management company sees a solution in installing an external elevator up to the fifth floor, but the feasibility of this idea is unclear. Natalia dreams of moving to the first floor, but lacks the funds.

A solution might be to set up a stroller storage area near the entrance, which would also be useful for mothers of other children. However, this would require coordination with both the management company and the neighbors.
By the beginning of last year in Russian regions on record There were 11,1 million people with disabilities. About 80 thousand families with disabled people standing in line for new housing - comfortable and adapted for people with disabilities.
