Save Yourself: Keys to Bomb Shelters Are Being Distributed to Chelyabinsk Residents

Management companies are looking for residents of multi-story buildings who are willing to keep the keys to their basements and open them in the event of an airborne threat, reports "Chelyabinsk "Future." It's unclear how this "bomb shelter" system will be structured—what to do if the person with the keys isn't home, and who's responsible for maintaining the basements.

"Essentially, the authorities and management companies themselves admit that they are unable to provide a normal system of shelters and access to them," writes Chelyabinsk of the Future.

Earlier, the city administration published a map of "underground spaces" that could serve as bomb shelters. In most cases, these shelters are simply basements of residential buildings—closed, flooded, littered, or used improperly.
