A sack of a sack: Ufa's sacked mayor regained his position through a court where employees were driving cars from the mayor's garage.
Ratmir Mavliev, fired last month, won his lawsuit for reinstatement, according to a Supreme Court ruling. BashkortostanCity council members illegally terminated the employment contract with their city manager.
In addition, the court demanded pay Mavliev his salary for all 26 days that have passed since his dismissal.
Mayor Ufa was dismissed on July 14. The formal reason was that he “lost access to state secrets.”
The “loss” occurred due to the fact that back in late April Mavlieva detained on suspicion of corruption and abuse of office. Specifically, he is accused of accepting a bribe from a construction company, "systematically collecting funds from commercial organizations under the guise of voluntary donations," and illegally alienating a plot of land on the grounds of a sanatorium, which he intended to re-register for his own benefit.
In addition, under Mavliev, the Ufa mayor's office illegally provided official cars for the newly appointed judges of the Supreme Court of the Republic. And they went home on weekends—to the neighboring Tatarstan (from Ufa to Kazan — more than 500 km).
When all this came to light, the head of Bashkortostan Radiy Khabirov demanded that these cars be taken away from the mayor's office and sent to the front.
“Have they all gone completely mad there? indignant Khabirov: "We're barely able to get our guys back from the front lines in Bashkortostan buses, and here you are, driving judges around in their cars? Why is this happening? Who gave you the right to take municipal vehicles, drivers, and pay for fuel?"
Incidentally, the Supreme Court not only restored Mavliev's mayoral seat, but also his relative freedom: in early May, he was released from pretrial detention to house arrest, and in early July, he was completely banned from certain activities.
However, Mavliev will not be able to "steer" Ufa: a criminal investigation is ongoing against him, and a court injunction will prevent him from exercising his powers as mayor.
He himself claimedthat the case against him is completely fabricated.
