"Military training was completed with 'good' and 'excellent' grades." Conscripts are denied alternative service due to high scores on safety fundamentals.
Draft boards and courts are increasingly using the school subject "Fundamentals of Security and Defense of the Homeland" (OBZR) to reject conscripts who want to replace military service with alternative civilian service (ACS). сообщил Human rights activist Artem Klyga wrote on his Telegram channel.
Reasons for refusal of ACS according to court decisions
After reviewing court decisions from several regions, Klyga found the following reasons cited by the court for denying the ACS:
- excellent marks in military training;
- assembly and disassembly of an AK-74 model, shooting at a laser shooting range, and completing training sessions;
- the line “did not demonstrate persistent pacifist views” in school and college references;
- the teacher's lack of information about the conscript's religious beliefs.
An example of a court decision in Barnaul
The Barnaul district court's ruling, for example, stated that the conscript had completed the OBZR course program, which "dedicates 35 hours to military service" and included firearms training and the study of a weapon model.
It should be noted that the weapon model is a complete copy of the AK-74 assault rifle, made, like the combat assault rifle, from metal and completely simulates a combat weapon.
— it continues. He had not refused to attend military field training, and "he completed the training with grades of 'good' and 'excellent.'" Throughout his training, the court noted, the conscript did not disclose his religious views—even though, by law, he was not required to do so.
