The Ministry of Finance plans to convert 6,6 trillion rubles of pension savings into long-term savings.

The Ministry of Finance has developed a bill that would automatically transfer Russians' pension savings to a long-term savings program starting April 1, 2027. RBC learned of this, and the Ministry of Finance confirmed these plans.

Which pension savings will be included in the program?

This concerns a program launched in 2024. The new rules will apply to both "silent" pension funds and savings in non-state pension funds. "Silent" pension funds are those who have never transferred their savings to non-state pension funds or private management companies, and whose funds are managed by VEB.RFAs of early 2026, this category includes 36,5 million people, and the volume of their funds under the state corporation's management is almost 3 trillion rubles.

In addition, another 3,6 trillion rubles, held in 24 non-state pension funds, will be transferred, according to RBC. This brings the total amount to 6,6 trillion rubles.

Who will manage the funds of the "silent ones"?

An "authorized fund" with state participation will be created to manage the funds of the "silent ones." It could be formed by VEB.RF and VTB.

According to the program rules, access to savings becomes available after 15 years of participation in the program or upon reaching the age of 55 for women and 60 for men.

The Ministry of Finance explained that transferring savings to a long-term savings program will give citizens more opportunities to accumulate additional capital. They also promised to provide the option to receive payments early "in special life situations."
