According to investigators, in 2024, when Timofeev oversaw housing and utilities in several municipal districts of the region, he reached an agreement with the co-founder of a private construction firm to help secure a lucrative contract for design and construction work with a municipal institution.
To disguise the illegal transaction, the money was transferred to the accounts of a company controlled by Timofeev under the guise of payment for construction materials under a fictitious contract.
