WHO: no rights, only responsibilities

В Kursk, Belgorod и Bryansk A counter-terrorism operation (CTO) regime has been introduced in the regions. Kursk residents demanded Governor Alexei Smirnov has yet to respond to the question: "What does this mean? What is the essence of this regime? What are the rights and responsibilities of citizens?" The governor has not yet responded.

The counter-terrorist operation regime provides security forces with additional, almost unlimited powers. In particular, they receive the right:

• inspect vehicles and people, check documents.

• monitor telephone conversations;

• freely enter residential premises and land plots;

• forced use of vehicles of organizations and citizens;

• suspend the provision of services;

• temporarily resettle people from the territory where the counter-terrorist operation is being conducted;

• restrict the movement of vehicles and pedestrians.

The law says nothing about the rights of the civilian population during the counter-terrorist operation.
